The Nagpur auto parts owner didn’t default on Day 90.
He stopped paying his supplier on RazorpayX at T+48 hours. He swapped his SIM card at T+1 week. He ghosted the field agent at T+20 days.
3 different teams looked at him. None saw the whole picture.
The Fraud team checked him at the door and said “Pass.”
The Underwriting team checked his PDF bank statement and said “Pass.”
The Collections team waited for the EMI bounce to say “Fail.”
By the time they called, the ₹5 Lakhs was gone.
This siloed approach costs Indian MSME lenders ₹45 Lakh Crore in lost credit opportunities. We treat these 3 functions as separate departments, with separate heads, separate software, and separate budgets.
This is a category error.
In a System of Action, Fraud, Underwriting, and Collections are not different disciplines. They are just different timestamps on the same signal loop.
The Earliest Signal is Never in the Bureau
CRIF and Experian are excellent at telling you what happened last month. They are terrible at telling you what is happening right now.
The earliest signal of default rarely appears in collections data (DPD). It appears weeks earlier, inside behavior that looks “slightly off” in other systems.
- Fraud Signal (Day 0): Device fingerprint changes from Xiaomi (Nagpur) to Samsung (Delhi).
- Underwriting Signal (Day 2): Daily UPI supplier payments drop from ₹15k average to zero.
- Collections Signal (Day 30): The first EMI bounce.
Most lending stacks treat these as 3 separate fires. The Action Layer treats them as one continuous smoke signal.
The “Unified Loop” Architecture
In 2026, the winning lending stack will not have separate “Fraud,” “Underwriting,” and “Collections” software. It will have one Decision Engine that routes signals to the right action.

1. Fraud as a Filter, Not a Gatekeeper
In the old world, Fraud was a checklist at the door. In the new world, it is a Continuous Query.
If a borrower swaps their SIM card after getting the loan, the System of Action shouldn’t just log it. It should trigger an immediate freeze on the next tranche of disbursement.
2. Underwriting as a Live Movie
Let’s go back to Karthik, our underwriter. He has two screens.
Screen 1 (The Record): The Bank Statement PDF. It shows a healthy closing balance last month. Decision: Approve.
Screen 2 (The Action Layer): The live API feed. It shows that the borrower missed 3 supplier payments yesterday. Decision: Pause.
Screen 1 followed the Policy. Screen 2 followed the Truth.
3. Collections as “Pre-emption”
Behavioral drift often appears 20 days before a missed payment. When the Action Layer shares signals downstream, Collections stops reacting and starts prioritizing.
Instead of calling everyone who bounced, they call the guy whose SIM card just moved to a different state.
The Underwriter’s “Flight Simulator”
Let’s be clear: We are not replacing the Underwriter. We are giving them a jetpack.
Real lending is messy. 70% of files aren’t clearly “Good” or “Bad”—they are “Grey.” A business might show a cash flow dip because of a renovation, not a default. An automated “No” kills a good relationship.
The System of Action doesn’t just decide; it allows Scenario Testing.
Karthik sees a “Grey” file. Instead of spending 20 minutes in Excel re-calculating ratios, he uses the Simulation Workbench:
- “What if I exclude the September factory expense?” -> System re-calculates DSCR instantly.
- “What if I lower the loan amount to ₹3 Lakhs?” -> System updates the Default Probability.

You cannot tell the RBI, “The AI said so.”
This is why the Action Layer must be a Glass Box, not a Black Box. It must use Explainable AI (XAI) to generate a human-readable “Why” for every decision.

Now, the Risk Officer can sleep at night. The decision is instant, but the audit trail is permanent.
Killing the 6-Week IT Cycle
Finally, a System of Action is useless if it takes 6 weeks to change a rule.
In the Systems of Record era (Legacy LOS), if a Risk Head wanted to stop lending in a high-risk pin code, she wrote a ticket to IT. They coded it in Java. They tested it. A month later, it went live. By then, the fraudsters had already moved.
In the new stack, Policy is Natural Language.
The Credit Head types: “Flag any application where the bank statement PDF has metadata anomalies or circular flows > 20%.”
The system utilizes Neural Policy Engine technology to convert this English sentence into executable logic. It runs a simulation on yesterday’s traffic (“What if this rule was live yesterday?”). It shows the impact. She clicks deploy.
Time to reaction: 4 minutes, not 4 weeks.
The New Moat: 15 vs 1,500
We started this series with Karthik, drowning in 15 files a day.
We end it with a vision of a lending stack that processes 1,500 files a day per instance, with higher accuracy and lower risk.
